Riley-Wilkins Awards Dinner
The Riley-Wilkins Awards Dinner is presented by BlueCross BlueShield of South Carolina.
On January 13, 2026, The Riley Institute presented our three statewide OneSouthCarolina Awards to two leading individuals and a landmark initiative that are moving our state forward. Representative Neal Collins (R-Greenville and Pickens Dist. 5) and William “Bill” Finn were honored with the legislative and civic leadership awards, respectively, and the Center for Heirs’ Property received the Partners In Progress Award.
In the afternoon prior to the dinner, the Building OneSC Forum invited leaders from across industries with an interest in building coalitions to advance social and economic progress for South Carolinians to learn from the example of the Center for Heirs’ Property. Attendees gained insight into what has led to the center’s success, as its leaders, partners, and stakeholders came together to talk about how the organization came about, challenges encountered along the way, pivotal partnerships, and key takeaways from their work toward building one South Carolina.

Partners In Progress Award Winner
The mission of the Center for Heirs’ Property (CHP) is to empower under-resourced families to safeguard their land and homes for generations to come. Working with landowners, CHP provides legal support and financial education and helps clients grow working landscapes that sustain generational wealth. Based in South Carolina, CHP has formed partnerships that have brought its model to communities across the nation.
Civic Leadership Award Winner
William “Bill” Finn is a longtime South Carolina business and civic leader whose decades of executive experience and board leadership have helped shape both the state’s economy and its nonprofit landscape. He spent more than 50 years at AstenJohnson, a global manufacturer of specialty fabrics, serving as CEO and later chairman. Today, he chairs the board of Turn90, a nonprofit supporting formerly incarcerated men (and the 2024 OneSC Partners In Progress Award winner), and serves in leadership roles with the SCETV Endowment, the College of Charleston School of Business, and other statewide organizations.
