Mitchell, Ed Lab Reporter, The Post and Courier<\/em><\/div>\n<div><\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<p>History has shown that at key moments, South Carolina has needed federal oversight to do the right thing for its students, South Carolina&#8217;s former top schools official said this week.<\/p>\n<p>Molly Spearman, the state&#8217;s Republican superintendent of schools before Ellen Weaver took over in 2023, told a packed room of about 100 people March 12 at Furman University&#8217;s Trone Student Center that she was &#8220;frightened&#8221; about the current GOP-endorsed plan to hand all education responsibilities over to the states.<\/p>\n<p>&#8220;It took the federal government telling us that we needed to\u00a0<a href=\"https:\/\/www.greenvilleonline.com\/story\/opinion\/2019\/11\/02\/how-greenville-integrated-schools-peacefully-1970\/2483407001\/\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.greenvilleonline.com\/story\/opinion\/2019\/11\/02\/how-greenville-integrated-schools-peacefully-1970\/2483407001\/\">integrate our schools<\/a>,&#8221; Spearman said. &#8220;It took the federal government to tell us that we needed to take care of\u00a0<a href=\"https:\/\/www.edweek.org\/education\/s-c-settles-special-education-funding-dispute-with-feds\/2016\/08\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.edweek.org\/education\/s-c-settles-special-education-funding-dispute-with-feds\/2016\/08\">children with special needs<\/a>. And it goes on and on.&#8221;<\/p>\n<p>Spearman had been superintendent of schools for just over a year in 2016 when South Carolina settled with the U.S. Department of Education over the state&#8217;s underfunding of special education in the years immediately following the Great Recession. According to\u00a0<a href=\"https:\/\/www.washingtontimes.com\/news\/2016\/aug\/25\/education-agencies-settle-dispute-over-recession-e\/\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.washingtontimes.com\/news\/2016\/aug\/25\/education-agencies-settle-dispute-over-recession-e\/\">reports at the time<\/a>, the federal government threatened in 2011 to withhold $112 million after South Carolina&#8217;s Legislature failed to meet its state match for special education.<\/p>\n<p>The country can survive without a U.S. Department of Education if the president gets his way, Spearman added, but it is &#8220;highly unlikely&#8221; in that scenario that the most vulnerable children\u00a0\u2014 the poor and disabled\u00a0\u2014 would get what they deserve.<\/p>\n<p>&#8220;We wouldn&#8217;t have to have any laws if everybody did the right thing,&#8221; Spearman said.<\/p>\n<p>The crowd at Furman, which included education advocates, teachers and Furman students, was gathered for a Riley Institute panel discussion on\u00a0<a href=\"https:\/\/www.furman.edu\/riley\/speaker-award-events\/speaker-events\/controversy-and-curriculum\/\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.furman.edu\/riley\/speaker-award-events\/speaker-events\/controversy-and-curriculum\/\">culture wars in South Carolina&#8217;s schools<\/a>.<\/p>\n<p>Spearman, OnTrack Greenville Executive Director Edward Anderson and Michigan State education policy expert Josh Cowen shared their thoughts on parental rights, the state&#8217;s\u00a0<a href=\"https:\/\/www.postandcourier.com\/education-lab\/sc-book-bans-state-board-perks-wallflower\/article_c46c30c6-e33a-11ef-be16-cfbe54870a54.html\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.postandcourier.com\/education-lab\/sc-book-bans-state-board-perks-wallflower\/article_c46c30c6-e33a-11ef-be16-cfbe54870a54.html\">book bans<\/a>, cutbacks on\u00a0<a href=\"https:\/\/www.postandcourier.com\/education-lab\/teaching-black-history-political-pushback\/article_f60a7dc6-eefd-11ef-971b-0b338d6e183c.html\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.postandcourier.com\/education-lab\/teaching-black-history-political-pushback\/article_f60a7dc6-eefd-11ef-971b-0b338d6e183c.html\">Black history<\/a>\u00a0curricula and\u00a0<a href=\"https:\/\/www.postandcourier.com\/education-lab\/sc-school-voucher-estf-education-private\/article_42e58052-f910-11ef-adf9-47cc6bd86a23.html\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.postandcourier.com\/education-lab\/sc-school-voucher-estf-education-private\/article_42e58052-f910-11ef-adf9-47cc6bd86a23.html\">vouchers for private schools<\/a>.<\/p>\n<p>The Riley Institute&#8217;s next education program on April 7 will be &#8220;<a href=\"https:\/\/www.furman.edu\/riley\/speaker-award-events\/speaker-events\/decoding-the-reading-wars\/\" target=\"_blank\" rel=\"noopener\" data-mrf-link=\"https:\/\/www.furman.edu\/riley\/speaker-award-events\/speaker-events\/decoding-the-reading-wars\/\">Decoding the Reading Wars: Finding Consensus on Literacy Education and Policy<\/a>.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Anna B.
