The economics and political science graduate explains reasons for the dearth of building in our nation, from housing and interstates to airports and high-speed rail. Pointing to regulations that hamstring growth, particularly the 1969 National Environmental Policy Act, Dourado submits ideas to spur growth while still protecting the environment.<\/p>\n<p>Dourado is a senior research fellow at the Center for Growth and Opportunity at Utah State University.
