In praise of a model program


What’s the model for improving public education in South Carolina? It already exists in the form of the S.C. Education Improvement Act (EIA), which was implemented in 1984 under then-Governor Richard W. Riley ’54 and paved the way for positive changes that lasted well into the 21st century. Riley Institute Senior Fellow Terry Peterson, who was Riley’s chief of staff during his time as Governor and U.S. Secretary of Education, wrote an op-ed for The State about why it’s time to return to the basics of the EIA.
