323.1 Library Circle Gates |
A. Background The All University Traffic Board has the responsibility for establishing regulations designed to insure a safe and orderly traffic flow on campus. Pedestrian safety is also a legitimate concern of the Traffic Board. In part, the Board's published regulations state "....parking is permitted on the right side of the road around the Library from 8:00 A.M. on Saturday through midnight on Sunday, and whenever gates are opened for functions scheduled in the Dining Hall." The Public Safety Department is given the responsibility for enforcing the All University Traffic Board's regulations. |
B. Policy The gates controlling traffic on the library circle will be open only for special activities in the dining hall, library, or other adjacent buildings when a bona fide need can be exhibited and only in response to a specific request from the activity's sponsor or host. |
C. Guidelines 1. The Director of Public Safety, or in his absence his designated representative, will make the decision to open the gates or to leave them closed for each event. 2. Approved groups that involve a significant number of visitors driving vehicles may have the gates opened on request. 3. Certain small groups (i.e., less than ten people) may have the gates unlocked and then re-locked after all group members have arrived. It will then be necessary to call Public Safety at the conclusion of the activity to have the gates opened for exit. 4. The number of keys issued for the gate locks will be restricted. Only those persons who can exhibit an essential need for keys will receive them. Generally, keys will be restricted to the Physical Plant and Public Safety Departments. 5. It is expected that no cars will be parked within the gate perimeter when the gates are closed and locked unless the drivers are attending some special activity. ........................... |
